Springdale City Council has recognized the need to preserve and promote the quality of existing housing and to provide for safe and sanitary housing conditions for residential tenants. To that end, on April 2, 2008 the Council adopted Ordinance 15-2008 establishing Chapter 123 - Rental Permits. On June 7, 2017, Ordinance 24-2017 was adopted amending/updating Chapter 123. As of November 18, 2020, Ordinance 41-2020 was adopted, amending/updating Chapter 123.
The ordinance requires all owners of single family rental dwellings to pay a fee of $50 and obtain a permit annually for each rental dwelling unit. Rental Permits must be renewed annually and at every change of tenancy. Within fourteen (14) days of a change of tenancy, a new Rental Permit Application must be filed with the Building Department. Inspections may now be performed by the Building Department, a Licensed Home Inspector, or by the property owner.
